VIRGINIA BEACH, Va. — Virginia Beach has revolutionized emergency response by putting doctors directly alongside paramedics on 911 calls, bringing hospital-level care to residents' front doors.

The EMS Duty Physician Program, launched in 2019, allows local doctors to volunteer their time serving the community with Virginia Beach EMS crews. When residents dial 911, they might receive not just an ambulance, but a physician ready to provide immediate medical expertise.

Dr. Joe Lang, an emergency medicine doctor, dedicates one eight-hour shift monthly to the program, responding to critical calls from heart attacks to serious crashes.

"It's been very positive for me. I really enjoyed working with the medics and working with the city," Lang said.

The program now includes more than 20 volunteer doctors, including residents training at Eastern Virginia Medical School, who serve as MD02s in the community.

Dr. Stewart Martin, Virginia Beach EMS's operational medical director, leads the initiative. He says the program enhances an already elite emergency system by giving paramedics direct access to physicians who can guide treatment and make life-saving decisions in real time.

"It's a benefit to residents because you're bringing the physician to the field. Physicians bring their expertise, for instance ultrasound and with our Whole Blood Initiative program," Martin said.

The program provides what Martin calls "elite-level patient care" by involving physicians in field decision-making processes.

For Lang, patient reactions highlight the program's impact.

"I always get the comment if one of us shows up — 'Wow, they actually have a doctor showing up! I must be really important or really sick — one of the two,'" Lang said.

Lang emphasizes the program's deeper purpose: meeting residents in their moment of greatest need.

"I bring another level of medicine — you get to see patients where they live, before they even reach the hospital," Lang said.

City leaders are working to expand this Virginia Beach innovation statewide, potentially making the doctor-paramedic teamwork model the new standard across Virginia.

Virginia Beach voters went to the polls to decide whether to keep the 10-1 system or move to a modified 7-3-1 system with three at-large seats.

VIRGINIA BEACH, Va. — After years of meetings, rallies, lawsuits, and neighborhood forums, Virginia Beach voters went to the polls on Tuesday to decide how their city council is elected. A referendum on the ballot asked whether to keep the current 10-1 system or shift to a modified 7-3-1 system.

The ballot question reads:

Should the method of city council elections set forth in the Virginia Beach City Charter be changed from a modified 7-3-1 system to a 10-1 system?

A "yes" vote supported the 10-1 model used in 2022 and 2024 — 10 single-member districts elect one council member each, with the mayor elected citywide — and directs the city to again seek a Virginia General Assembly change to put 10-1 into the charter.

A "no" vote indicated a preference for the charter's modified 7-3-1 system — seven district seats elected by their districts and three at-large seats citywide, plus the mayor — and would prompt city council to move toward implementing that structure.

Preliminary results show the Yes votes will win by a margin of 53% to 47%.

Virginia Beach arrived at this moment after nearly a decade of legal and political debate. For years, all city council seats were effectively elected at large, even for positions tied to residency districts.

In 2021, a federal court ruled that an all-at-large system diluted minority voting power and imposed a 10-1 map for the 2022 elections. That same year, state law changed to require that when a city has district residency requirements, those district seats must be elected only by voters in that district — creating the modified 7-3-1 system reflected in the charter.

Although the federal order was later vacated, the city still conducted the 2022 and 2024 elections under the 10-1 structure and adopted a 2023 ordinance to continue it after a University of Virginia Weldon Cooper Center survey showed strong resident support, according to the city.

A subsequent push in 2024 to codify 10-1 in the charter passed the General Assembly but was vetoed by Gov. Glenn Youngkin. Separate court challenges remain active regardless of the referendum outcome.

Supporters of 10-1 said the system keeps each council member focused on the people who elect them and makes it clear who is responsible for results in a given area.

"We don't need four mayors. That's what the 7-3-1 system would give us," said Gary McCollum, a founding member of the Vote YES on 10-1 Coalition. "We need to keep a 10-1 system where you know who to call if there's an issue in your neighborhood."

Backers of the modified 7-3-1 structure argued that adding three at-large seats brings a broader citywide perspective to major decisions and economic development.

"On city council, you need to have more than just one vote to get anything done," said Virginia Beach Councilman Cash Jackson-Green, who supports the modified 7-3-1. "There's a check and balance of what the mayor is doing. There's a check and balance of businesses."

State Sen. Aaron Rouse, who represents much of Virginia Beach, issued a statement on the passage of the referendum:

I thank the voters for making their voices heard and taking a meaningful step toward a truly representative local government that gives every community a stronger voice.For too long, the previous at large system diluted representation. The 10-1 voting system, with ten single member districts and one at-large mayor, is not a cure all, but it offers greater fairness and accountability. The power of our voting system always lies with the people, and this decision reflects the will of residents who stood up and demanded a government that represents them.As Chair of the Senate Privileges and Elections Committee, I look forward to carrying legislation to change the Virginia Beach City Charter to fully adopt the 10-1 voting system.I commend the voters, community advocates and local leaders who made this possible and remain committed to implementing a system that expands access, strengthens trust, and builds a city that works for everyone.”

VIRGINIA BEACH, Va. — A Virginia Beach woman says she and her husband are still stranded in Jamaica after Hurricane Melissa severely damaged their resort.

Shari Watts-Ankeny, who flew to Montego Bay with her husband to celebrate their 10th anniversary, told 13News Now on Wednesday that they have spent the past several days in the resort's storm shelter. “We spent all day and all night in the resort's storm shelter. In fact, we are still here,” she said. “We are safe, but from what the staff tells us, the resort is destroyed.”

Watts-Ankeny described the scene after the storm passed as chaotic. Hot tubs on balcony areas were dislodged, glass doors were destroyed, and debris littered the property, forcing guests to remain in confined shelter areas. “We cannot go to our rooms or walk the property due to glass and debris all over,” she said.

Despite the conditions, she said staff have been providing hot meals and plenty of non-alcoholic beverages. Wi-Fi service, which went out during the storm, has only recently returned, allowing her to update family and media.

Watts-Ankeny added that resort staff will be helping move belongings and reassign rooms once it is safe. She remains grateful that everyone is accounted for and in good spirits, joking about the crowded shelter: “Right now I am in a confined space with 100 of my new sleepover friends. :)”

The resort, Excellence Oyster Bay, released a statement confirming that all guests and staff are safe. “We are deeply grateful to share that all our guests and staff are safe and unharmed after Hurricane Melissa yesterday,” the statement read. The resort said its team is carefully assessing the property for possible impacts and thanked everyone for their patience and support.

Travelers are still advised to exercise caution in Jamaica as recovery efforts continue in areas impacted by Hurricane Melissa.
