MILWAUKEE —

A narrow band of lake effect snow dropped 6 to 12 inches across parts of Racine and Kenosha counties overnight Sunday into Monday morning, while areas just miles away received little to no accumulation.

The heaviest snowfall occurred in a 5-mile-wide band along Lake Michigan, with Pleasant Prairie recording 13 inches of snow. Just 2 miles south, another Pleasant Prairie location measured 11.2 inches. Kenosha received 9.5 inches, while areas west of Interstate 94 saw only a trace to 1 inch.

The stark differences in accumulation were evident across short distances. While Milwaukee recorded only a trace of snow at Mitchell Airport, Racine saw 6 inches downtown.

Other totals included Wind Point and Elmwood Park with 10.5 inches, and areas south of Kenosha receiving 8 inches.

Further inland, accumulations dropped significantly. Franksville recorded 4 inches, Sturtevant measured 2 inches, and Union Grove with no snow.

Current conditions show northwesterly winds creating wind chills in the 20s. Temperatures are expected to reach the mid to upper 30s Monday under mostly sunny skies.

Another weather system is forecast to move through the area early Tuesday morning, bringing a chance for a few light snow showers. Accumulations are expected to be minimal, from a dusting to a half-inch, though slippery conditions are possible. Winds could gust up to 30 mph Tuesday as temperatures warm to the lower 40s.

Temperatures are expected to warm significantly by the end of the week, with highs reaching the 50s by Friday, melting much if not all of the accumulated snow in the hardest-hit areas by the weekend.

For those attending Monday night's game in Green Bay, kickoff temperatures are forecast to be around 32 degrees with mostly cloudy skies and wind chills in the lower 20s.

What we know:

While it was very localized in who experienced the blinding snow, it caused significant impacts as the sun came up Monday morning, Nov. 10. The areas that received the highest snowfall reports was near Pleasant Prairie and east towards the lake where totals ranged 10" to 13".

Snowfall totals near Racine and up to Wind Point ranged from 5" to just over 10". Due to the narrow band, there was a stark cutoff where the snow totals quickly dropped to 2" in Sturtevant and less than an inch west of that.

Local viewers captured pictures of snow piled high on outdoor furniture, cars, and unplowed streets that caused hazardous travel conditions. This was a unique event where winds shifted northeast due to a mesoscale low pressure system that formed, allowing the snow bands to shift onto the western side of Lake Michigan. Typically, winds are out of the northwest, which brings the eastern side of the lake more lake-effect snow.

KENOSHA, Wis. - As snow began falling on Sunday night, cities across southeastern Wisconsin urged residents to pay attention to winter parking rules and early-season travel conditions.

What we know:

Kenosha officials recently posted their winter-weather reminders, warning that parking is prohibited on posted snow routes once two inches of snow accumulate – and cars may be ticketed or towed.

During a declared snow emergency, no parking is allowed on city streets, and overnight parking is restricted to designated downtown and uptown lots. The city typically issues a snow emergency when four or more inches are expected, but none has been declared yet.

Public works crews across the region spent the evening preparing. Wauwatosa had 12 drivers treating roads, while Milwaukee officials said staff were in "patrol monitoring positions" with additional crews on standby.

Some commercial snow services, like Dorshak Tree Specialists, say they have salters ready, and supervisors will be checking on properties throughout the night.

Ahead of the storm, some residents topped off their gas tanks or added air to their tires. Others tried to keep things light – one person even grabbed ice cream before the snow arrived.

Still, the mood for many was the same: it feels too soon.

"November is still kind of fallish for me so I think it’s a little early for now. For the whole winter mood – I don’t like it," said Brayson Dahlstrom of Franklin.

"I mean it is a little early definitely to start that whole mindset of winter really setting in," said Joseph Smaldino of Greenfield. "But as long as people are smart, just know what you have to do on the roads."

"It’s like Elsa says, the cold never bothered me anyway," Greenfield resident Joseph Smaldino said.

MILWAUKEE - The winter weather advisory for parts of southeast Wisconsin ended at 8 a.m. on Monday, Nov. 10.

The advisory impacted Milwaukee, Racine, and Kenosha counties, where heavy lake effect snow can produce 2" to 5" of snow with locally higher amounts possible if the snow band(s) persist longer and/or produce heavier rates of snowfall during this time.

Heavier amounts of snow and higher impacts continue from Lake County in Illinois through Chicago, Valparaiso, and South Haven. Northerly winds are moving very cold air over the warmer waters of Lake Michigan, creating concentrated bands of heavy snow.

Depending on the orientation of the winds, this can move the lake effect snow bands into various areas in Wisconsin, Illinois, Indiana, and Michigan.

Trends are continuing to favor an intense band that can bring heavy snowfall to some lakeshore areas. There will be a sharp cutoff gradient of heavy snow to light snow, all depending on where the snow band sets up.

There is a slight chance that the lake effect snow could stay more over the lake if the winds stay more out of the north. That would cut down on the amount of snow that southeast Wisconsin can see. However, most models are trending at pushing the band into Milwaukee, Racine, and Kenosha counties, causing snow to accumulate 2" to 5".

Snow is going to move in during the evening hours when most people will be at home and sleeping, but due to the cold temperatures of the air and ground, snow will likely cause travel impacts Monday morning. It is not recommended to drive in lake effect snow due to the intense low visibility that can occur.

Plan for extra travel time tonight and into Monday morning as snow will likely stick on the pavement.

MADISON, Wis. - President Donald Trump's administration is demanding states "undo" full SNAP benefits paid out under judges' orders last week, now that the U.S. Supreme Court has stayed those rulings, marking the latest swing in a seesawing legal battle over the anti-hunger program used by 42 million Americans.

The demand from the U.S. Department of Agriculture came as more than two dozen states warned of "catastrophic operational disruptions" if the Trump administration does not reimburse them for those SNAP benefits they authorized before the Supreme Court's stay.

Nonprofits and Democratic attorneys general sued to force the Trump administration to maintain the program in November. They won the favorable rulings last week, leading to the swift release of benefits to millions in several states.

But, even before it won a stay on those rulings through an appeal to the Supreme Court on Friday night, the Trump administration balked at reimbursing states for the initial round of SNAP payments. Wisconsin, for example, loaded benefits onto cards for 700,000 residents, but after the U.S. Treasury froze its reimbursements to the state, it anticipates running out of money by Monday, Democratic Gov. Tony Evers' administration warned in a lengthy statement on Sunday.

The lack of money could leave vendors unpaid and trigger escalating legal claims, the states warned. "States could face demands to return hundreds of millions of dollars in the aggregate," the filing at the 1st Circuit Court of Appeals says.

That situation "would risk catastrophic operational disruptions for the States, with a consequent cascade of harms for their residents," the filing concludes.

USDA letter

What we know:

That filing arrived as the Department of Agriculture on Saturday told states it would now consider any payments made last week to be "unauthorized."

"To the extent States sent full SNAP payment files for November 2025, this was unauthorized," Patrick Penn, deputy undersecretary of Agriculture, wrote to state SNAP directors. "Accordingly, States must immediately undo any steps taken to issue full SNAP benefits for November 2025."

Evers issued a quick response to the Trump administration’s demand.

"No," the governor said in a statement.

"Pursuant to and consistent with an active court order, Wisconsin legally loaded benefits to cards, ensuring nearly 700,000 Wisconsinites, including nearly 270,000 kids, had access to basic food and groceries," Evers said. "After we did so, the Trump Administration assured Wisconsin and other states that they were actively working to implement full SNAP benefits for November and would ‘complete the processes necessary to make funds available.’ They have failed to do so to date."

"It's going to be hard"

"It's going to be hard out here for these families," said Corman Ramsey, a Milwaukee grandmother.

"I was fearful and I think the community was fearful too," added Anita Garrett of Milwaukee.

"The basic response of the USDA is the states could go back into the bank accounts and take the money out," said Kari Murray, a Marquette University law professor. "But what if people have already spent the benefit?"

Murray says states are now in an impossible position while waiting for the First Circuit Court to rule on the appeal.

"Either they can take a penalty on the administrative costs associated with the program – about 25% – or they can wait until Monday before they start taking money out of people’s accounts to see what the First Circuit Court says," Murray explained.

Uncertainty remains

Big picture view:

An individual can receive a monthly maximum food benefit of nearly $300 and a family of four up to nearly $1,000, although many receive less than that under a formula that takes into consideration their income. For many SNAP participants, it remains unclear exactly how much they will receive this month, and when they will receive it.

Benefits are provided to individuals on different days of the month. Those who normally receive benefits on the third, fifth or seventh of the month should receive their full SNAP allotment within 48 hours of funds becoming available, the Michigan agency said, and others should receive their full benefits on their regularly scheduled dates.
